With increased input and authority, the Inuit Certainty Agreement (ICA) gives a direct role for Inuit to monitor impacts from the Mary River Project. The agreement also secures financial support for harvesters and more Inuit-led environmental monitoring to protect the land, water and wildlife in surrounding areas.

A new program called the Regional Harvesters Enabling Program will be created. This program guarantees that $750,000 is shared amongst HTOs in the communities impacted by the Project annually in recognition that hunting practices in impacted communities will change as a result of the Project. This program will be in place for the life of the Project.

For local harvesters, existing supports like the Wildlife Compensation Fund are remaining in place. The Wildlife Compensation Fund helps cover individual expenses relating to damage, loss or certain unforeseen costs that may have been caused by the Project. In addition to the Regional Harvesters Enabling Fund, the ICA makes sure that the Wildlife Compensation Fund will be replenished for the life of the Project when it is used.

To help manage access to the Wildlife Compensation Fund on an individual level, QIA will hire a full-time coordinator to oversee the claims and activities. This new position will make sure the fund is more accessible when harvesters need it. Baffinland will fund this position.

In addition, the existing Pond Inlet Harvesters Enabling program shall continue to operate and will be expanded upon construction of the Steensby Project. Program expansion will benefit the communities of Igloolik, Sanirajak, Kimmirut, and Kinngait. This program will provide 300 liters of fuel to each Inuk over the age of 12 residing in these communities.

All of this funding and increased Inuit involvement also comes with increased environmental monitoring measures. The QIA is going to be working closely with impacted communities to create objectives and ways to measure that will specifically protect the land, water, and wildlife and the communities that rely on their accessibility and sustainability.
